In 2011, NASA was banned from cooperating with China in aerospace. Since then, China has been competing with the U.S. over a permanent outpost and a research center on the moon. The U.S. is planning to build an outpost on the moon later this decade as part of the Artemis program, as well as China will set up a research center in a similar timeframe.
